Novovolynsk Center of Professional and Technical Education

The history of the creation: The educational institution, founded in 1953 as the Mining Industrial School of Novovolynsk, has evolved from a vocational training college (vocational education institution) to a specialized higher education institution. In 2003, it was reorganized into the Novovolynsk Higher Vocational School, which continues to train qualified workers. Throughout its history, the institution has expanded its educational and material base and the number of specializations, adapting to the labor market’s needs.

  • Chef, confectioner – 3,5 years;
  • Tailor, seamstress – 3,9 years;
  • Gas welder, mechanic repairing wheeled vehicles – 3,5 years;

Based on secondary education:

  • Chef – 1 year;
  • Gas welder – 1,2 years;

Teaching Staff: Today, the educational process in State Educational Institution is carried out by 47educators, including lecturers – 17 and vocational training instructors – 30. Among such number of educators, we have 2 mobility participants and 15 educators, who have experience with international partners.

General information about students: total number – 449, number by educational programs – 72 plasterers, 51 – tailors, seamstress, 100 – chefs, 75 – confectioners , 25 – bakers, 78 – mechanics for the repair of wheeled vehicles, 25 – electric welders, 23 – hairdressers, number of mobility participants – 0.

Regulations

on the implementation of international projects, grants and agreements

in the Novovolinsk Vocational and Technical Education Center

  1. I. General Provisions

1.1. The Regulations on the implementation of international projects, grants, and agreements at the Communal Institution of Professional Education “Novovolynsk Centre of Professional Education” of the Volyn Regional Council (hereinafter referred to as “Regulations”) have been developed in accordance with the laws of Ukraine, including the “Law on Education,” “Law on Professional (Vocational-Technical) Education,” “Law on Higher Vocational Education,” “Law on Innovation Activities,” “Law on International Agreements of Ukraine,” “Law on Remuneration,” “Law on the Ratification of the Framework Agreement between the Government of Ukraine and the European Communities Commission” (dated 03.09.2008 No. 360-VI), the Association Agreement between Ukraine and the European Union, and Cabinet of Ministers of Ukraine’s Resolution “On the Establishment of a Unified System for Attracting, Using, and Monitoring International Technical Assistance” dated 15.02.2002 No. 153. These Regulations align with internal documents, such as the Charter and Strategic Development Plan of the Novovolynsk Centre of Professional Education.

1.2. The purpose of international activities is to develop the potential of the Novovolynsk Centre and to organise and coordinate efforts to internationalise the institution’s activities by participating in international projects and collaborations with foreign educational institutions and other organisations.

1.3. The tasks of international activities include:

Creating conditions for the participation of structural units, individual staff members, and students in international cooperation based on bilateral and multilateral international agreements.

Searching for and disseminating information on international programmes, funds, grants, and competitions for students and educators.

Providing consultations and other assistance related to participation in international projects and activities, including the arrangement of international business trips under international projects, grants, and agreements.

1.4. The Objectives of International Activities Are:

To create conditions for the participation of structural units, individual employees, and students in international cooperation based on bilateral and multilateral international agreements;

To search for and disseminate information about international programmes, funds, grants, and competitions for students and academic staff;

To provide relevant consultations and other assistance regarding the participation of students and academic staff in international projects and events, as well as the arrangement of overseas business trips within the framework of international projects, grants, and agreements;

To implement international mobility and exchange programmes for students and staff;

To promote international internships, experience exchange, and professional development for academic staff;

To modernise educational programmes and practices based on international experience, including the implementation of joint international educational programmes and overseas practices;

To engage international experts in teaching and training;

To organise and participate in international events;

To enhance the English language competence of students, academic, and administrative staff;

To ensure and maintain an up-to-date English-language webpage for the institution.

1.5. The goals, objectives, and general rules for ensuring the implementation of projects under international technical assistance programmes and the management of grant funds must align with the principles of integrity, non-profitability, accountability, and quality of fulfilling obligations to foreign and domestic partners and international organisations. These activities should motivate students, academic, and administrative staff of Novovolynsk Centre for Professional Education (CPO) to pursue self-development and active participation in international activities.

  1. II. Organisational Support for International Activities

2.1. The following personnel are involved in the organisation of international activities:

The Director, who signs bilateral and multilateral international agreements, coordinates the implementation of international projects, grants, and agreements, and oversees the achievement of the planned results.

The Deputy Director for Educational and Production Work, responsible for organising and executing international activities, project preparation, and reporting.

Heads of structural units, responsible for specific tasks within international activities according to their competencies.

III. Procedure for Project Preparation and State Registration

3.1. Project proposals and related documentation for participation in international technical assistance programmes are submitted by the Novovolynsk Centre following approval by the institution’s management.

3.2. For the project implementation, relevant project documents (grant agreements, partnership agreements, interinstitutional agreements, etc.) are signed as necessary.

3.3. The project is registered in accordance with Ukrainian legislation, followed by the issuance of a state registration card for the project and a procurement plan if the project involves the purchase of goods or services.

3.4. Translated copies of project documents, along with the project’s state registration card, are submitted to the accounting department and relevant structural units of the Novovolynsk Centre for information, registration with banking institutions, and financial planning.

  1. IV. Project Execution

4.1. The execution and monitoring of the project are conducted in compliance with the project documentation and Ukrainian legislation.

4.2. A working group for project implementation is established by an order from the Director. Members of the group are responsible for project execution and reporting.

4.3. During the project implementation phase:

Activities and events outlined in the project plan are carried out.

Effective resource management is ensured.

Monitoring of project activities is conducted, including evaluation of the quality of events, dissemination of project results, and adjustments to ensure the sustainability of outcomes.

4.4. Internal Budget for Effective Grant Management

To ensure effective management and targeted use of grant funds for the Project, an internal budget is developed and approved by Novovolynsk Vocational Education Centre (NVEC). The targeted use of grant funds implies that they must be exclusively allocated to activities and initiatives specified within the Project. Any additional funds obtained due to exchange rate fluctuations in Ukraine, exceeding the initially planned budget, may be utilised for supplementary activities aligned with the Project’s goals and objectives. These funds can also be directed towards involving a greater number of staff and learners in mobility and other Project-related activities, purchasing necessary equipment and materials, developing educational and methodological resources, or covering other justified expenses to ensure the sustainability of the Project’s outcomes.

4.5. Cost Allocation for Multiple Projects

In cases where multiple projects are being executed, expenses are allocated and accounted for separately, according to the actual utilisation and work performed under different projects. All necessary measures are taken to prevent double funding of similar tasks or results across various projects.

4.6. Co-financing of Projects

If the agreement with the grant-providing organisation stipulates co-financing of the Project, Novovolynsk CPO ensures compliance with these requirements by performing tasks within the scope of cost savings from general and special funds.

4.7. Remuneration of Employees Involved in Project Implementation

4.7.1. According to the terms of implementing projects funded by international technical assistance programmes of the European Union and other organisations (donors), a working group of executors is formed from among the staff of Novovolynsk CPO. Engagement and remuneration of Project team members using grant funds are carried out through bonuses, allowances, as well as civil-law contracts, including copyright agreements. Civil-law contracts, if applicable, are concluded with the employee for the duration of work (services) specified in the Project.

4.7.2. Implementing the Project requires a higher level of competence from employees, including foreign language proficiency, knowledge of international cooperation legislation, and intercultural communication skills. For work performed under Project tasks, a higher pay rate is applied than standard rates (as specified in Appendix 2*), in accordance with the terms set out in grant, inter-institutional, partnership, or other agreements, depending on the specific rules and features of international cooperation projects.

4.7.3. For remuneration of work performed under tasks of international technical assistance programmes, project executors are compensated based on terms set out in grant, inter-institutional, partnership, or other agreements, depending on the specific project rules. If no specific payment rates are established by the Project agreement, Novovolynsk CPO applies the following rates in hryvnia:

Note: Calculation is based on the institution’s practice of compensating work of similar complexity: total funding is divided among the respective employees and distributed over the number of working days in a year.

4.7.4. In addition to Project team members, other employees of Novovolynsk CPO and external experts may be engaged to perform Project tasks by the decision of the Project Manager and Director, through civil-law contracts and/or copyright agreements.

4.7.5. Copyright agreements may be concluded with regular or other employees when the developer (author) undertakes to create a specific work (intellectual property) and transfer it for use by Novovolynsk CPO in accordance with the Law of Ukraine “On Copyright and Related Rights”.

4.7.6. Payment for completed Project work is based on an order for bonuses, allowances, or an Act of Completed Work (services rendered) under civil-law contracts (copyright agreements). Payments to executors may be made in stages or at the end of the Project, according to the Project budget.

4.7.7. Compensation for work as co-financing of the Project is provided within the scope of salary fund savings of Novovolynsk CPO through bonuses to Project team members, in accordance with the Regulation on Bonuses and Incentives for employees.

4.8. Business Trips within the Project Framework

4.8.1. Organisation of international and domestic business trips under the Project is carried out in accordance with Ukrainian legislation, institutional documents, and the rules of the relevant international technical assistance programme.

4.8.2. Travel Expenses under the Implementation of the Project within the Framework of an International Technical Assistance Programme**

Travel expenses under the implementation of the Project within the framework of an international technical assistance programme consist of daily allowances (meals, local transportation, other personal needs), accommodation costs (lodging), and travel expenses (tickets). These payments are allocated in accordance with the Project budget and the conditions outlined in grant, inter-institutional, partnership, or other agreements, as well as the rules and specifics of implementing projects under international technical assistance programmes and internal estimates, in compliance with national legislation. In cases where national norms are exceeded, Novovolynsk Centre for Professional Education (CPO) pays the applicable taxes for participants using grant funds.

Accommodation expenses are covered according to the actual cost of hotel stays, depending on the Project budget and in compliance with the Resolution of the Cabinet of Ministers of Ukraine “On the Amounts and Composition of Travel Expenses for Civil Servants and Other Persons Sent on Business Trips by Enterprises, Institutions, and Organisations Fully or Partially Maintained (Funded) at the Expense of Budgetary Funds” dated 2 February 2011, No. 98. If the actual cost of hotel accommodation exceeds the amount specified in the Project budget, reimbursement may be made at the discretion of the Project Manager and the Director of Novovolynsk CPO from the Project’s grant savings.

Daily allowances during business trips are provided in accordance with the budget and within the Project framework, taking into account the Resolution of the Cabinet of Ministers of Ukraine “On the Amounts and Composition of Travel Expenses for Civil Servants and Other Persons Sent on Business Trips by Enterprises, Institutions, and Organisations Fully or Partially Maintained (Funded) at the Expense of Budgetary Funds” dated 2 February 2011, No. 98.

Travel expenses are covered according to the actual cost of travel tickets within the limits specified in the Project budget. If the actual travel cost exceeds the budgeted amount, reimbursement may be made at the discretion of the Project Manager and the Director of Novovolynsk CPO from the Project’s grant savings.

4.8.3. Travel expenses are based on actual costs within the Project budget. If accommodation or travel costs exceed the budgeted amounts, reimbursement may be approved by the Project Manager and Director of Novovolynsk CPO using grant savings.

4.8.4. Participation of Novovolynsk CPO employees in international Project events may be recognised as overseas internships, professional development, or language competency enhancement, provided these activities deliver relevant learning outcomes confirmed by certificates.

4.8.5. Recognition of study courses, credits, and training periods (including internships) for students is conducted in accordance with Ukrainian legislation, inter-institutional agreements, and the rules of international technical assistance programmes.

4.9. Procurement of Goods, Works, and Services Using Project Funds

4.9.1. For Projects that have received state registration, the procurement of goods, works, and services, as well as contract agreements for implementing Project tasks under international technical assistance programmes, shall be conducted based on the rules and specifics outlined in grant, inter-institutional, partnership, or other agreements, and in compliance with the Law of Ukraine “On Public Procurement,” adhering to procurement ethics.

  1. V. Reporting and Evaluation of Project Activities

5.1. As part of its project activities, Novovolynsk CPO organises public events, develops and presents materials that showcase the Project’s results, ensures the evaluation of the quality of these materials, and publishes all materials and information about events and Project outcomes on the Novovolynsk CPO website.

The public events organised by Novovolynsk CPO must contribute to achieving the strategic goals of Novovolynsk CPO and align with the objectives of the project activities. During such events, the symbols of Novovolynsk CPO and the Project, as well as those of the relevant international technical assistance programme (logos displayed in presentations, on banners, publications, etc.), are used unless otherwise specified by the terms of the respective agreement.

5.2. Upon completion of the project, final reports, including financial documentation, are submitted to the project coordinator or donor organisation within the stipulated deadlines.

5.3. The final and interim reports on the implementation of the Project are prepared by the Project working group members in accordance with the terms of the respective agreement, including the financial section, which is compiled jointly with the accounting department of Novovolynsk CPO. Reports on the purchased equipment and the Project’s impact are published on the Novovolynsk CPO website.

5.4. The Project is considered complete only upon the acceptance of the final report on Project implementation by the granting organisation, unless otherwise specified in the respective agreement.

5.5. Confidentiality and Data Protection

In the course of implementing the Project, NVEC adheres to confidentiality and personal data protection regulations as per the Law of Ukraine “On Personal Data Protection.”

5.6. Project Documentation Storage

All Project documentation, both content-related and financial, must be stored in the relevant structural divisions of NVEC throughout the duration of the Project and for five years following its completion.
